Message	recharge the battery with the energy that the starter drew. It could be A/C, but then he would have probably said something like "when the compressor kick on", or "when I have the A/C on". A PS belt shouldn't squeal on startup because people don't typically turn the wheel as soon as they crank the car over. Plus, it would happen more than just startup even if he turned the wheel immediately after every startup.
